In this essay, I shall examine the merits of both sides of the argument.

At first sight, this seems unjust, but on closer analysis it is easy to understand why it happens and see that it is almost inevitable.

It has been suggested that the best way to achieve this is for governmenta to raise the price of fuel. I am, however, not sure that this is necessarily the case.
