Preferably in the first sentence of an essay, a Thesis Statement directly answers the question straight to the point. A thesis makes an argument that others might dispute and it presents your position to the reader. You cannot start writing an essay until you have a good thesis sentence in the introduction.
The thesis statement must also be referred to in the conclusion, as the author must then balance the argumentative points presented in the body paragraphs. The Conclusion and the Introduction each has the other in mind.
Remember that your thesis statement should not be factural statement but a declarative statement that can be argued. An argumentative essay makes a well-focused thesis about a topic and justifies this thesis with specific evidence. For example,

Thesis: Making uniforms mandatory will ensure that financial differences among the students will not be known.

Though people argue that examinations cause stress and tension in students, they are important in evaluating the student's knowledge.
Life sentences must be ordered for all convicted murders--regardless of their ages--for the protection of society.
The death penalty must be upheld in order to prevent violent crimes and to punish brutal criminals.
